Yet, forcing people elsewhere does not magic them safe shelter. Fences, spikes and sprinklers do not stop people from fleeing wars or from being pushed into homelessnesss. This month’s cover follows the logic of that response to imagine an even darker city. But we can, and must, imagine better.
